However, it was not until the 1970s that the modern mental service users/survivors movement developed (Beresford 2012: 12). In the United States, the Center for Mental Health Services (CMHS) conducted the Consumer-Operated Services Programs Multisite Research Initiative (1998–2006) (SAMHSA 2011: 29) and in the United Kingdom, national and local health care authorities have implemented a system of public and patient involvement in policy decisions for health care provision and research since the 1990s (Barnes and Cotterell 2011: xvii).

The fuchu ryoiku center was established by the Tokyo Municipal Government in 1968 and provided 400 beds for people with severe mental and physical disabilities. The institutionalization of disabled people was thought to be a pressing issue; indeed, a case in which a medical doctor murdered his disabled son was assumed to have been caused indirectly by the lack of institutions (Asahi Shimbun 1968; Yomiuri Shimbun 1967, 1968).
